I don't think anyone expects the price of something to remain the same forever. Maybe they recognize that they aren't very tactful when rejecting people and figured that you would understand their lack of response was an indication they didn't want your business. Still, after you followed up with them one too many times after sending the photo they should have just replied something along the lines, "sorry, not a match" instead of blocking you. That does go to the real issue here: If I am already interacting with someone and he wants a picture of me, I don't mind sending one or revealing one if I have a private photo somewhere.
