Shortest side, along top. Snug up to pubic bone measured to penis tip, while as erect as it gets - that’s the maximum insertable length at peak thrust. 
All the rest that traditionally gets “factored in” isn’t going inside, period, and is just window dressing. 
Don’t get me wrong, I love looking at a beautiful window wall, but don’t tell me the drapes hide a sliding glass door to a terrace with a view of the city when they’re just covering a porthole. 😱

Size does matter and I do very much consider it for hiring purposes.  For me, bigger is not better.  I have a very small mouth and a very tight ass, so 4 to 6 inches tends to be perfect.  I honestly can't do much with a 7+ inch cock - it's just painful.

I don't have a minimum size. I don't have a hard line on a maximum size either but I actually love the right-in-the-middle-of-the-bell-curve size range the best.  

I've never disqualified a partner for too small of a penis.  I've had a great time with trans men and with a partner who had a penis the size of my ring finger. 

When they get larger than average, they get increasingly more challenging for me to either service orally or to comfortably take bottoming.

I haven't bottomed much in years...but for ME...I  used to worry more about maximum than minimums. Anything over 8inches was a challenge (unless I was high on something).. As far as minimums if the guy was hung like a peanut, there was no point in even discussing who was bottoming....🤣

I've found this is also true, if not similar in some ways, for those who have great bodies. "I brought the stunning good looks, I shouldn't have to do anything extra.". I've experienced that, along with the trend your friend observed.
