You know glancing and staring can be cultural, right? Staring is a sign of people trying to socialize as well. Finally, many people unsconsciously stare or glance. Sometimes they even do it out because of anxiety.

I had a similar situation a few decades ago in the doorless showers of a health club.  The guy in the stall opposite me was hard, jerking, and staring at me.  I watched but didn’t engage.  Like you, getting sexual in a locker room wasn’t something I was going to do.

This is a very tricky matter as some “signals” can be misinterpreted. 

I’ve had some bold things happen to me in the locker room,  and some subtle things…. 

There was the time a dude was playing under his towel, staring at me in the steam room. I gave him a nod and a smile to acknowledge his flirting. The “bold” part was when I went to take a shower. That guy quickly hopped in my shower stall and started jacking off. He scared the crap out of me. 

Another bold moment was when I was changing my clothes at my locker. This guy comes up to locker next to mine to take off his workout clothes As I’m sitting down to put on and tie my shoes, he removes his briefs first, then takes forever to remove his socks and shirt. As his dick is swinging closely to my face, it’s growing and getting hard. He’s so close, I can smell his “pheromones”. He then stares at me then walks off to the shower, and takes his dirty clothes with him. His locker was never beside mine. Apparently, he wanted to flash me. 
 

Another instance was not in the locker room, but the actual weight room.

Last weekend, a guy changed from his workout clothes into a towel facing away from me, but then, after the only other guy in that part of the locker room left, walked over to me and asked directly in a whisper:  "Wanna play?", and walked into the sauna.  I changed to a towel, too, and followed him.

Another time, I was in the process of changing from workout clothes into street clothes, very near the water fountain.  A very hot guy came out of the steam room, ostensibly to get a drink, but before and after he did that, rather obviously ran his eyes up and down over me.  I got into a towel and joined him in the steam room for a very hot session.

Other times guys in the sauna or steam room have arranged themselves so they're sort of half visible and make a move that could be simply rearranging themselves, or itching themselves, but is actually sending the "available" message.  They're looking for you to respond in kind, and then you're off to the races.

Spot on!!! In addition to rearranging themselves in the sauna or steam room, some do what I call the “Sharon Stone -Basic Instinct” move where they open their legs, showing you ALL the goods under the towel.

However, the locker rooms that I used in the past were cruisier and had nudity.
