It just depends.  If it ruins his appearance or is offensive - like a swastika on his forehead - then probably no.  But I certainly don't have any policies or beliefs about guys with face tattoos.   I will say I have an obvious bias, since I'm fairly heavily tattooed.

I grew up at a time when there was a lot of pressure to follow/defer to authority.  To me guys with face tattoos indicates creative free thinkers, with complex personalities - and for someone who has always followed the rules there is something extremely attractive about men who rebelled a bit.

Of course, when everyone starts doing it...

I don't think a face tattoo is necessarily a turn-off. There are plenty of guys who don't have face tattoos whom I find unattractive.
