I think it’s rooted in their culture and history - many (but not all) Latin countries tend to have race as a much less important marker than the rest of the world - and so that influences individual “preferences”  as local media less likely to use race as a criteria for pushing what is “hot”.

I do also.  I've never had a negative racial encounter with any provider, but I find the Latino guys I have met to be really nice and provide the best experiences in their sessions.

I don’t know. A fake escort attempted to sextort me a couple of years ago. But he had done the same to many others clients. There was a post on the deli forum warning against him. I forgot his username, but he is no longer active on rentmen. I just ended up blocking him. He used two different phone numbers. I blocked both of them. He found my real name, family info, address, and threatened to share our text conversation of me trying to hire him to family, if I didn’t pay him. This stuff happens all the time. A common sextortion scam.

Excluding the apps marketed for selling services, you can make any app what you want it to be. I think guys looking for more than a hook up are in the minority on the apps, but you can do it. I've done it. I've known others that have done it.
As I have traveled, I have noticed regional differences in app usage too. How popular they are in an area, and how many guys in an area seem use a particular app for hook ups or dating.

I echo the others about relaxing and taking a breathe. I also agree about ignoring him. I imagine that by now the threatening messages have stopped. there is a way to get a WhatsApp number that is different from your real phone number.  Depending on how you use WhatsApp, you may want a different number.
In the US, when someone has your real phone number (if it’s the same as WhatsApp) - they can basically find out everything about you through a reverse number search which yields your name. Once they have your name and phone number, everything else follows including home address & friends/associates.  Depends on search site they use, but there are several.
Vast majority of providers would never engage in privacy invasion - but it only takes one to cause major headaches.
Btw - the easiest online scam on any social site is they try to move the conversation offline & get your real phone number.  The frequent goal is harassment, blackmail & extortion More common than people think.  Especially on Grindr.

use the more mainstream apps like Grindr, Scruff, Hornet - make it clear you’re looking for more than sex & you will only meet for coffee or drinks first, before any sex.  That screens out 95%+ of the people that want sex only and you might actually meet someone decent. 
i met my now husband online many years ago with exactly that strategy - it’s possible.  
I think it’s a better strategy to write a profile that is more about screening out the people you don’t want - something like “NO DRUGS” “NO PNP”.  Instead of writing to attract more people.
