No, if a provider is not currently seeking business, reactivating his ad could be a significant problem for him. The ad may need to be revised before he could accept new inquiries.  If he's returning to active availability, he should be in control of his ad.
I can see the utility of letting clients donate to active providers for their RM ads, but inactive ads should be ineligible.

Let me say,  I do contact a client (especially a new one),  with a text after,  thanking them for booking me,  that I enjoyed the time and to please let me know if I can be of service again.    I text one time (only)  after the service.    I think it works,  I've never had complaints,  however I only have one text like that.

Same thing happened to me before. Scheduled for Friday on a Monday, sick on Tuesday, and knew on Friday morning I was still sick. Just texted him saying I was sick and that I'd reschedule for the following weekend. No problem.
I said it years ago, if either a client or provider gets that sick, it's a benefit to both sides if one side cancels. If a provider complains you're somehow costing him, just ask how much it will cost him if he gets sick and loses a week of work. And I wouldn't want a sick provider to show up for the same reason.

It is just a case of bad manners.  With texting so easy, there is almost no  excuse short of an accident or sudden death!
