In Latin America, "blond" effectively means "without black hair". They call everyone who doesn't have the usual dark brown/black Latino hair, blond. 

In the United States, however there are so many different people from different ethnic backgrounds, I would expect an understanding of the nuances of hair color. Where I grew up, in Central PA most people have that color hair. No one would call that "blond". Its light brown. 

Maybe "blond" is better for marketing, as is "twink", "big dick" and "hungry hole". 😆
