While anything one drinks will make one pee more, urine is hypertonic, meaning it is relatively fluid-retaining, like sea water. So, unlike a real diuretic, drinking it would be expected to raise, not lower, blood pressure. The whole purpose of urine is getting rid of wastes which don't belong in the body.
