The "new" hair will also be more fine than hair that’s been growing for a while. And fine hairs hurt less than larger mature hairs when you rip them out. I also believe that longer hairs hurt more to rip out than shorter hairs. There’s also the psychology of the unknown that makes the first time more painful.
