No, not dim at all. It’s arcane. Back from when a girl “promised to put out” and then said “not tonight, next time” and gave it (the guy’s dick) a “lick and a promise”. It’s since been used to refer generally to a halfway effort, short of expectations.

My you are young. A lick and a promise goes back much further than that...my grandmother used it and I't be pretty sure she wasn't talking about blow jobs. Here's what google says:  

The origin of the colloquial expression “a lick and a promise” takes us back to the early 1800s.
