It is a revenue play. I've seen two scenarios unfold:

 

1. An escort knows he only has stamina to top one client a day, but he can also see a massage client or two, then he is increasing his opportunity of generating revenue.
   
2. A certified masseur starts with only therapeutic massages and discovers that he can charge a higher fee by expanding into sensual and/or erotic massage. At some point, a client asks for a full out sex session and the guy expands the services he offers down the road.

From my limited experience (just my observation, mind you) the ones that only advertised as masseurs went further toward sex than the ones that also had an escort ad.
