The chances that there are technical issues preventing him from receiving all three methods of communication from you are next to zero, so I would take the lack of a response as deliberate. Also, unless he gave you his street address 'finding' it and using it to contact him is tantamount to stalking, don't do it. Take the hint.

I highly recommend that you do not send this provider a letter. I have had many providers over the years not respond to messages for reasons unknown to me. It sucks, but it's something we have to learn to deal with. I would also recommend being careful with how many times you contact a provider. I would imagine that receiving multiple emails, texts, and calls from the same person within a relatively short period of time could be off-putting. You might be a great guy, but this provider doesn't know you.

Answer to title question: yes. Every client, no, but most, yes. 
No masseur is obligated to provide a HE, but almost all clients want and expect one, especially from an independent masseur advertising on m4m platforms. Unless the masseur explicitly advertises “therapeutic only” or similar phrasing, with appropriate pricing to match, the norm is to provide some level of erotic elements. UPDATE....I am the reviewer from yesterday (Comets).  Latin_Stud challenged my review with RM and they removed it last night.  When I discovered it this morning I contacted RM and challenged its removal since it was factually correct. Per RM,  Latin_Stud challenged my comments about his physical condition and my checking the box that pics are not accurate.  So,  in order to get the review reinstated I agreed to say the pics are accurate.  Rest assured they are not and I will reimburse anyone his fee for one hour who meets him and takes a pic that resembles the condition of his body in the pics in his ad. I also changed the review from 3 stars to 2 stars while I was amending my review.  All in all the important thing is that the experience was conveyed to potential clients in the future.  I will also add that RM was 5 star on their communication, explaination and the handling of the situation.

I will never be able to wrap my head around these bodybuilders who put in all the effort to create a hyper-masculine physique and then go and get their eyebrows "done" to resemble a drag queen's.
