This is what I’ve noticed and how I approach rates. If someone in the last tier quotes me $500 I say thank you have a great day. 

It also depends on what the client likes.

I've seen several providers here I would never hire because they're simply not my cup of tea. What is a 7 for me it might be a 10 for others. But I know where you are coming from.

A "high-end" (it's hyphenated) provider is no different from a high-end car or a high-end store.
Be prepared to dig deep into your pockets. And don't expect better services because of a higher price.
