Prostitution it's still illegal in the USA even if it's done privately. Sting operations do happen.

4) Am I ever allowed to do my business and just leave, regardless of who is next to me, or what I think is afoot?

Agree! Live and let live.. I think cops should be going after other "criminals" and not those who commit victimless crimes...not that I would recommend people to  engage in this kind of activities when they can just get a room.

When I was either in high school or college-1979 or early 80's, Texas Monthly had some kind of article about 'gays.'  I still wasn't sure (or more likely was just lying to myself.) But as I recall  the article stated that the 1st floor men's  bathroom next to  the elevator at the JCPenney's (my city only had one Penney's) was a known cruising spot. I went to the mall one afternoon or evening and watched the bathroom for a small bit of time, but nothing happened. Instead it took me until October 2002 for my first sexual experience ever with my first hire.

The "action" in the public toilet at Penn Station is just too public. 

I've gone in there to pee...and the going's-on are like a porn-version of "Dawn of the Dead". Dirty-crack-heads, with their dicks out walking around, openly jerking off in public.  There's just nothing sexy about the scene there. It's also just WAY too much for the average person, and it's especially disruptive to any use of the facility by children. This is WAY more than any young boy needs to see.

I think some of the people posting here about fond memories of their first bathroom blowjob are misunderstanding about just how out-of-control and lewd the Penn Station toilet has become.  It's different than the casual wink*wink of inviting someone into your stall at Bloomingdales

Well...I've used both the toilet at Penn Station and the Toilet at Bloomindgales.  Both have evidence of heavy cruising going on.

The toilet at Penn Station has too many mentally ill drug addicts wandering around with their dicks out trying to lure someone into sex for cash.

Bloomingdales has stalls with full-height louvered doors that would be mostly be private should someone choose to get it on. I am guessing many of the romantic memories people are sharing here, are also about smaller, more private situations. Not a giant  stinking room full of drug addicts.
