From my inquest, the reasons some will or won't usually depended on their comfortability with the client; what exactly the client wants to do with the video; and/or if the provider wants to remain anonymous or doesn't care. If you're hiring someone new, look for a provider who has "available for videos" in their profile. If you have a good relationship with a regular provider, ask them and see where it goes. Don't be forceful and insistent. Be prepared to hear no. If you get a yes, be prepared to maybe have to meet certain conditions. If you're lucky you'll find someone who is really into the idea and raring to go. Also, you may find a provider who is willing to film with you but they may want to use the content either for their personal or financial reasons. Just talk it out.
