Lobo is back (if he ever left?) in Toronto, and is looking as hot as ever. His body is like a wall of granite - not an ounce of fat. He's not a bodybuilder. More like a college gymnast. I'm very understanding and easy going but........after a week of texting back and forth with him delaying dates after not showing it got to one night for real at 8pm, which became 9pm, which became next morning with breakfast which became 11am and he finally showed up at 1pm. I just got off the phone with a Swiss friend who works at Paragonya.  
You are correct, almost.
First you are correct that the Swiss authorities will visit Paragonya and other places of prostitution.  However, they are simply looking to see that all prostitutes have paid their mild registration fee AND have taken advantage of the testing services of the government.  The government also wants to see that a tax return is filed for long-time prostitutes that have been in Switzerland for several years.  
So, it appears that the authorities went to the sauna and got access to the identification records of escorts who were required to have their identification copied (and those copies are retained by the sauna) in order to work at the sauna. 
It would be easy for the government employees to compare the names of Paragonya sauna escorts with registered prostitutes.  If there is a name at Paragonya that does not appear on the government registration of prostitutes, of course the Swiss government would then ask if any information is known about the non-register worker.  That being the case, if it was known that a worker is staying at a particular hotel , it would be easy for the Swiss police to go there to make the arrest you described. 
In short, the government is not after prostitutes except to see that they are registered and tested in accordance with local rules.  And, if the worker had been in Switzerland a number of years, that a tax return had been filed.  
Seems like the rumor got just a bit away from reality.

I have been to Paragonya countless times.  I have never seen or heard of the Swiss police trying to arrest guys hustling.
Considering the tiny amount of income tax that is being ignored, it does not  make sense to pay higher earning police to spend so much time trying to catch hustlers who do not pay the Swiss government the small amount of tax that is lost.  Could it be that someone exaggerated an erroneous rumor?
I will be returning to Paragonya this fall and will do my own assessment of the situation.

The sauna is not licensed as a hotel.  For a nominal fee, some of the escorts spend the night at the sauna "under the table" and do not say much about their arrangement publicly.  The sauna could get into trouble if the city found out that escorts can spend the night with or without a fee.   
Without any guarantee, when you are in the sauna, you might want to ask the front desk if you can stay the night with one of the escorts, provided the escort is agreeable. There might be some agreement with the city for such an arrangement.
