Depends on the rules of each club and each dancer's willingness to break the rules.  Usually the longer the lap dance (ie. number of songs) the more willing to break the rules.

I have been at clubs where oral was performed both by and for.  Usually if you are not a meat handed grabber you cand get fairly far but some clubs frown upon your pinning their guys up against a wall and grinding them until such time as you both collapse on a chair bringing the chair and both of you to the ground.  Adonis Palm SpringsI am talking about you. lol. To answer the comment about not having such a place in San Francisco, we did. The Nob Hill Cinema, having been around at least since the '60s, closed in 2018 when the owners, a gay couple, retired. While the operations and quality varied over time, the main room had a stage and lap dances. Depending on the dancer, and how frequently you stuffed dollar bills in their socs, I had many a fine time not just touching but sucking cock, fingering, etc. the dancers. And when the dancers were't on stage, there was plenty of audience on audience fucking and sucking. The building has been sold to an orthopedic surgeon who intends to replace it with his medical clinic and housing above, although no progress yet. Unfortunately most guys who hire lap dances want everything for the least amount of money.
