When I was growing up in the 1950's and taking swimming lessons at the Y or the local Recreation Department pool, swimming was always naked. At the time, bathing suits were made of wool, with cotton belts, and the relatively primitive (by today's standards) filtering equipment easily got clogged. Thus the nudity. At least that is how people today explain away this highly erotic practice. Boy scout camp was on a natural lake...no filters there...but no suits allowed either. By the time I was 13 or 14, this was hugely exciting...decades later, I can still remember specific cocks...their size, their color, their shape...and what I wanted to do with them. Today at the Y, young guys slip off their shorts under a towel, like girls changing on the beach. Bizarre. And disappointing.
