It's the excess skin from formerly being obese.

They would have to cut it out.  You can get rid of the fat below but the skin doesn't reduce in size on it's own.

i know most Czechs but I don't know him. on Romeo/Hunqz he says he's 32 in Czech years. Seems to be Balkan. 6'2" is typical Serb. also seems to be in Serbia and Bulgaria  most of April. $200/hr and $1000/night is about right now in Prague.
