Because of language difficulties, especially with English, many of the guys in Prague have had one "agent" who takes all their calls, texts, etc and arranges their schedule. Also friends of mine in South Florida who only speak Spanish have an "agent" who does the same for them for 10-15%.

I realize I don't actually have an answer for the OP as I've adopted a 'never ask twice' policy. If I reach out to someone and don't hear back, or as happened recently when I contacted a guy who had posted he was coming to town, when he declined to make an arrangement that far in advance and I was invited to try again later, I don't reach out again.

 

Perhaps I've missed out on something fun, but the peace of mind I've gained in moving on without regrets is worthwhile.

One of the variables to consider...is the date (time of month). No I'm not kidding. When a guy has a reputation for being difficult to reach or doesn't respond, wait until the end of the month or first few days of the next month before you contact him. The need to make rent is an awesome motivator!! Same applies for world travelers - the last few days in town are the best to reach them and if they have had a slow visit, they are looking to make up for it; that hotel bill needs to be paid... I won't call it a rule, but it is just my experience.
