I wouldn't take tourist Puerto Vallarta as representative of an international cross section of cultures. Most everything is geared towards English-speaking Americans and Canadians. The ATMs in the tourist zones dispense US Dollars. Most tourist advertisements, gay clubs, bars, and cabarets have English names and the staff all speak English. Compared to my experiences living in California and Nevada, I find a smaller concentration of Spanish-only business in Puerto Vallarta than I do in parts of the States. Sometimes my flight from Puerto Vallarta takes me through LAX, and I'm always amused to find more signs in Spanish at LAX than at Puerto Vallarta's airport. At 69, all of the dancers and bar staff speak English.

The clubs don't open until 10pm. The doors might open at 9pm, but dancers don't start arriving much before 10pm.
