I have never done any collegiate or high school wrestling, but I seem to recall that in order for it to be a "pin" both shoulders have to be touching the mat. Maybe that's what the ref is checking for?

I give the guy in white for struggling as long as he did. There really was no escape but I think he was hoping the guy in blue would get frustrated and release him or let up on the hold. And then he could escape. That didn't happen but it was a very good struggle.
