It depends when your birthday is.

If summer, most of the US and Europe are plenty hot, especially gay cities like Palm Springs or Sitges.  Palm Springs is regularly over 110F.

If winter, Puerto Vallarta can still be hot during the day.

That’s not really a celebration of your birthday. It sounds more like celebrating being alive. Nothing wrong with that. Just call it something else.
