Not been there in years, but I remember being overwhelmed by the beauty of men in Tel Aviv when I was there for work in the 90s and 2000s, and it's also a VERY gay city.

Regarding the NYC vs. LA question, having returned to NY after living extensively in LA my considered opinion is this. The best of NY beats the best of LA, but on average, LA beats NY.
