I was under the impression rentmen services were legal in Las Vegas.  Recently, I needed a massage badly.  One guy who noticed I visited their profile began messaging me.  When I arrived to the area he asked if I could pick him up from the airport & he would stay the night & other things I never mentioned.  Suspicious….It prompted me to delve further into the legalities in Vegas.  Discovered escorts have to have some form of card or business backing them & brothels cannot be in counties with more than 700,000 ppl making it illegal in Vegas. 
All that said…is it safe to get a massage from Rentmen in Vegas?  And wb Cali? How do I ensure I am staying within the confines of the law w/o freaking the guy out?

It sounds like you found someone who was extremely new or had some other issues going on to be that paranoid.  Most massage or escort providers you would find on rentmen or rentmasseur know how to navigate encounters with prospective clients.

If you are looking to hire for only a massage and are trying to stay strictly "within the confines of the law",  consider using rentmasseur and requesting theraputic services or getting a massage in your hotel spa.  Las Vegas is not in one of the counties with legal brothels, and hiring for sex in LV does violate the statutes.  

That said, providers in Las Vegas advertise openly on Rentmen and guys hire them all the time for all services without issues.  There's very little risk of attracting LE attention as long as you're reasonably discreet, especially if you hire a well reviewed provider.  The resorts are not concerned about providers visiting guests, they are more concerned guests getting solicited on property or detecting exploitation.

Hiring for a massage is legal if it's therapeutic. A massage in a spa, such as a hotel spa, would be totally legit. A sensual or erotic massage would not be considered fully legal as it would cross the boundary into sex acts, but as @DynamicUno mentions providers in Las Vegas advertise openly on Rentmen and Rentmasseur and guys hire them all the time for all services without issues. Same would be with California, since you asked that too.

Last time I was in LV I got a sensual massage from a guy who I met at his apartment. No problems. If you like hairy Brazilian men who give a really good massage, I'd be happy to provide you with his info, he was great... just send me a DM.

The City of Las Vegas, in Clark County, NV,  is only about 20% of the valley, and the Strip is not in the City.  Ironically one of the localities that the strip is in is Paradise, the other is Winchester.  As a tourist you will never be aware of those names.  Anyway Prostitution is illegal in Clark County.   The main concern here is trafficing of young girls.  The place I would be careful of is the adult book stores and their theaters more than anything else.

Prostitution is not legal in Clark County.
