Do we really need to trot out the "paying for time, not for sex" fiction yet again like some sort of blanket excuse? Yes, I know that there is a legal fiction that some like to stick to, but seriously it's just plain silly to put it forward on these pages as if it was in any way relevant. Does anyone in this forum truly believe that with all of the discussion of sexual positions, appearance/endowment, kiss or no, raw or sheathed, cum or no, etc. that we are thinking about spending $300 an hour for someone's time? The OP was not paying for time, he had communicated a specific scenario which was agreed to in advance.

Let's not hide behind the legal convenience that we're paying for 'time spent' as if it hasn't been detailed in the RM profile and further clarified by messaging/voice, etc. If the agreement is an active top, be prepared to perform or take an enhancer. If you agreed to kiss, then do it. Date your photos, and so on.
 
In my experience when the performance wasn't what was agreed to, 'the professional' inevitably points to the time-spent clause as their reason for expecting to be paid in full. The OP didn't mention if payment was required prior to time-spent. If so, there is no negotiation. If you haven't, it would be foolish not to evaluate the potential actions of the unpaid provider. I can afford my choices, so I pay them.
 
Give them a negative review? Where? The providers are advertising text-only, preventing RM from being able to verify there was communication and therefore no review. I spent time with a beloved and well reviewed provider a couple of times before setting up an appointment at my home. I carefully worded the 'problem' that ensued at my house on this site. This hobby has produced some amazing experiences over the years. Things, however, are changing... the experiences are 50/50 and the scales of satisfaction are tipped toward the provider.

I always disclose my basic stats (black, shorter in height, not inshape, my age) kind of in the same manner I would if I was going to meet up with a random person on Grindr. I want to give the provider the chance to opt out, before an appointment is confirmed, if I don't meet their requirements as a client. I hate paying up front. I have almost always been disappointed when I paid first. There is no incentive to do a good job when they already have the money. I usually still pay the base rate when service isn't good but no tip. I have paid less, like about half the original price, on a couple of occasions when things went south early on in the session and I left early. For example, there was an escort who "promised the world" in our email correspondence but only gave me about 30 seconds of service before saying he needed to use the bathroom to properly clean himself (which he should have done before, of course). He came back in a few minutes but said he couldn't perform anymore - only light stuff for the rest of the session. I got dressed, gave him a little money and left with him yelling at me for full payment. I was probably there for only 15-20 minutes at most and the problem was on his end, not mine.
