"OC" could also be Orange County, Florida, although no one ever calls it that. It is funny to hear people say they live in "Orange County." Irvine? San Clemente? Anaheim? Fountain Valley? All wildly different places. But back to the topic. On those occasions where I take a road trip to see an escort there is always something else on the docket of things for me to do. -

That said, I have travelled to another city (typically Pam Springs or LA) to see guys and will book a hotel as I will be staying at least one night. Given his ad stated he engaged in the two things you requested, he requested and you sent a deposit, and then stated he doesn't engage in the two things his ad said he does, I think you deserve a refund of the deposit. It's the right thing for him to do. That being said, I doubt you will receive a refund.

My experience has been very similar. Here in Phoenix, where on needs a car to get around, several providers who don't have cars casually mentioned they took an uber to get to me. They have all traveled long distances to reach me. When I've offered to pay for the ride, they declined. In San Diego, I had guys ask for an uber to travel a couple of miles.
