There's no need for that apostrophe in a street address because no numbers have been omitted (as in '72 replacing 1972 in dates). 

I'm pretty sure that's part of the 7 in the font used, not an apostrophe.

despite wearing my new stronger reading glasses, I still had to pull out the trusty magnifying glass to confirm that.......I also thought it was an apostrophe that had crept in there somewhere in the thread......good eyes, Mike!

For Shatner's slow and deliberate way of speaking, they would be ellipses (or even periods) rather than commas! 😎
