I've had some text exchanges with him which were baffling and confusing and getting a straight answer out of him was like pulling teeth. So I wouldn't be surprised if there's some cognitive dissonance going on with him.

Perhaps try to see this from more than one perspective (i.e., that of a client looking for good deals during a down economy). The covid-19 crisis poses risks to providers and clients alike. By seeing fewer clients at higher rates, the provider mitigates his own risks of exposure and thus that of those he does see. Also, the lack of hiring/crisis cuts both ways. While it softens demand because clients are fewer, it also softens supply because providers are less anxious to see so many clients. There will be exceptions, of course, but I for one wouldn't feel particularly comfortable seeing someone at cut rates who is desperate for the money.
