Las Vegas uses a fraction of the water per person that Los Angeles uses. The Southern Nevada Water Authority has reached out extensively to California to encourage them to be as efficient with water as Las Vegas has been. If Los Angeles used as little water per person as Las Vegas uses, water availability wouldn't be an issue in Los Angeles at the moment.
