Bed bugs are not a big risk if you’re not carrying luggage and don’t set clothes on the floor.  A carpeted hotel is much higher risk than one with solid surface floors and carpet is probably smelly/musty too especially in the south.  So I wouldn’t make it about price 
FYI…after midnight cancellations in ATL last night I stayed at a $139/night Fairfield.  Not my first choice, but I was all that was available for my unplanned brief stay. but it was clean, clean smelling, and didn’t scream bedbugs to me.

I can’t generalize on that one.  Sometimes a newby just doesn’t know the usual going rates.  Or, maybe he’s got rent due and is just posting a special rate to try to make some quick bucks.  
I’d watch for upcharges with a guy who posts an exceptionally low price.

You can ask for any time slot be it peak hours or slow hours - he may be flexible, but you are entitled only to the time you are paying for with a provider - expecting additional time so you are not rushed, is disrespectful of his time.  If you want more time to leisurely get dressed etc, book more time and compensate him accordingly

Not at all.  He may actually like it because it allows him to see others that don't have the same concern.  Depending on what you're looking to do he may prefer to see you first or last or on a day of the week where he isn't as busy.  Could work out well for both of you.  Just talk to him.

My experience with him wasn’t worth the price for a few reasons. 
 
Honestly, if this was me hitting up on Grindr, then yeah sure it would’ve been a decent time.
