Yes, one thing I have learned from watching Forensic Files is that investigators can determine a suspect's location based on cell tower data.  Even if you are spoofing your location data, if you connect to a tower because you used your phone there's no way to fake that.  Seems like the easiest solution is just to leave one's phone off unless you need to use it.

When not using your phone, you could keep it inside a metalized enclosure (Faraday cage).
But if a mobile account needs to use their phone, wouldn't the cell tower data always show the approximate location?  
Ronan Farrow did a piece on mobile phone surveillance, that was worrisome.  It's worth listening too, yet if some nefarious entity wants to track you, such as Pal!nt!r, there may not be much you can do, since there is little regulation covering surveillance. 
One recommendation is to restart your phone everyday.  See Farrow's piece.

I've met Rob a couple of times over the years. I definitely recommend him. Seems like some others have had mixed experiences with him though. Accurate photos, legitimate technique, nice guy, sexy and fun.
Unfortunately I only catch him when we are in the same city and when he's available, but he's one of the few guys I would go out of my way to hire.
