I'd give him a bit of a pass on the grammar since English is likely not is first language. But the high-end-of the-scale arrogance is sufficiently off-putting for a hard pass in the altogether.

Only a little over 10% of Indians can speak English fluently. English is "official" only in the sense that it's used — along with Hindi — as the language of the federal government and some national newspapers. 

The Indians you see online are clearly not fluent English speakers — just like well over a billion of their fellow Indians aren't fluent either. They evidently don't need to be fluent because they are speakers of one or more of the nation's 22 scheduled (major) languages or the hundreds of other languages.
