A go to restaurant in chelsea is Singe Vert. I also like Red Cat for American. There are a whole bunch of nice restaurants along 10th Ave in Chelsea so you might consider those too if you are considering taking a friend/tourists there as it is also near the Highline which is a great place to stroll.

I find the prix fixe at Jean-George is an excellent value. Although probably just outside of being considered moderately priced, for the experience, it’s one of the best values I know of in NY. It makes for a memorable experience and well worth the difference in price compared to Nougatine (the more casual restaurant attached to JG).

Le Cou Cou and Vacluse are excellent, however they are probably not in your price range.

I love Le Cou Cou, but it is not in the neighborhood the OP requested. Have been to Daniel Rose's other restaurant in Paris too.

Blue Water Grill in Union Square for American. Beautiful room, great food, excellent service. Great people watching too.
