Answer to title question: yes. Every client, no, but most, yes. 
No masseur is obligated to provide a HE, but almost all clients want and expect one, especially from an independent masseur advertising on m4m platforms. Unless the masseur explicitly advertises “therapeutic only” or similar phrasing, with appropriate pricing to match, the norm is to provide some level of erotic elements. What those are and how far they go varies widely.

Spent exactly a week there and had a great time! Loved the people, the food and going to all the touristy spots and museums. Did alot of ghost, voodoo, haunting type tours and was feeling spooked by the end of the trip

Did my first half at Crown Plaza Royal near burbon and canal which was a bit chaotic but loved diving right into nola. Not sure why that hotel is 4-stars cause it reminded me of an old vegas hotel, the lobby is nice the room are not pretty. After I stayed in the business district at La Pavillon for the last half and it was MUCH more calmer and relaxing not THAT was a nice 4-star hotel. Big recommeondtion.

Had some really great clients of both local and tourist types. Was pretty busy throughout the week.

I can see why people would think its a dangerous city but like other cities with big touristy areas just dont be dumb walking around. 

I would 100% come back if im ever on that side

I tried this out with a few different providers. @FrancisCA reached out to me so I thought I'd give him a shot.

I recommend escorts not to stay in the French quarter. Not to host clients there!

As long as you stay in the French Quarter you'll be okay. 
NOPD stands for New Orleans Police department and also: "Not Our Problem Dude". Don't walk with your phone on your face like so many millennials, put it in your pocket occasionally, be aware of your surroundings, know where you're going, and watch your drink when you are at a bar. Common sense!

@FrancisCA don't stay in the French Quarter, it's loud, most hotels with a few exceptions are houses converted into hotels with a weird layout, no privacy, noisy, no or little paid parking, at nigh you'll hear folks walk by drunk, cars, etc.! Even the W hotel has a huge courtyard with a pool and if you stay there EVERYONE will see guys walk in and out of your room because most rooms face the patio. 
Stay n Canal Street or no more than a couple of blocks away in the Downtown / Warehouse district right next to the Quarter where large anonymous hotels are.  I would recommend the Sheraton, great views of the river, no key card required except after 10 PM, the Marriott too, except the JW Marriott where you MUST meet folks at the street door. 
Enjoy the food, it's good for a few days but you'll see among the locals the consequences of eating so much fatty food daily.
