If you look carefully, every ad is NOT advertising that they will perform sex for money. 
They might mention that they are tops or whatever, but that doesn’t mean they will top you. It just means that they are the kind of person that normally tops their sexual partners (who are non paying).

They might also give a price per hour, but you pay for one hour of their company, not for sex. These ads have plausible deniability.

There may be a few that advertise explicitly and they are probably more likely to be targeted by police than those who are cautious in their ads (because the police will have more evidence = more likely to get a conviction in court)

This is why, if you try to hire an escort for the first time, and you start being explicit in what you want to do, you will likely be ghosted. Not worth the risk. You can start talking about specific sexual acts the second time (once the escort knows you and trusts that you are not a cop).

As for cops, in most states they are worried about sex trafficking, but consensual male prostitution is very low on their list of things to investigate.
If you are a cop, going undercover for a victimless crime is a bad way to spend your time (which is taxpayer’s money), so the industry remains in business. 

The providers can attest that there have been bad moments in certain states, and some people have been arrested, but as far as I can remember there was never a country-wide panic with every sex worker stopping to work because the Risk of getting arrested was growing higher than acceptable.

Nope, the men spas do not offer pictures because 1. Most of the guys want to stay private and do not want to be recognised online by a random family member and 2. They rotate so often that having a picture website to maintain would be quite a lot of work. 
 

The only one that has pictures is Hush Manhattan, and frankly these pictures are so old that they are not useful at indicating attractiveness.

I have been many, many times. 

It is not always 10 out of 10, there are always encounters that don’t work well, you can’t expect humans to ALWAYS be perfect. and sometimes you just don’t click with a guy, it’s nobody’s fault.

But this place is always there, every day, reliably, and they give you choices.

So it if the first guy is not a 10, just get another guy right after that first. For that price, you probably can afford it anyway.

In Japan a circle is alway yes/true, a cross  is always no/false and a triangle is maybe/sometimes/it depends.

I have been to King of College many times, it is really great. 
You can just walk in and sit down for a drink, while the manager explains how it works, the guys are also right there at the bar for you to choose. Before you take one home, you can have a drink with him and make sure you are compatible. 
Or if you prefer you can order one of the guys to your hotel online or on the phone. 

Last I was in Tokyo was 2010, the other sites were not online, so I never tried them, but I suspect all the others places operate the same way.

I should specify that I often go for the table shower first, which is never a massage.
