You have it right. The difference between 20 years ago and today are striking. Although 9/11 started the "thickening" of the border, it was still relatively easy if you were a white Anglo Saxon male, like I am, to cross the border with minimal fuss (I know, white privilege). My late mother developed it very late in her terminal illness but at that time it just seemed to be another aggravation in her condition and didn't kill her in the end. I've never been to Africa but met African diplomats in my career from places like the Cote d'Ivoire, Central African Republic, and other French speaking countries.
