I've hired a couple of younger providers. What I did was look for providers that had an OF presence. I can't say I've used OF too much lately, but at the very least, I believe they do a good job with actually verifying that the performers are of legal age. Hotel security isn't there for law enforcement. 
They're there to make sure nothing "unsavory" happens that would scare away guests, and to keep order. They don't have police powers.
If people knew security had to tackle a fleeing, thieving sex worker, it wouldn't be good for their bottom line.

I like your car example. I had the same thought when hotel security let Lawson go. If somebody stole a car and they got caught, I don't think it would be right to just let them go because they were caught and I got my car back.
