well, it's very possible that any client who exhibits the slightest hesitancy is quickly dispatched to the 'block' list....he probably has many other dozens of inquiries to answer and clients who will happily follow his instructions.......

no experience here, but when you mentioned hired entertainers, rented space (not to mention food, hosted bar....), seems that 5K budget might not be enough???......I dunno......
