you may want to start the meet on the clock down in the lobby bar with some chitchat for 20/30 minutes, then adjourn upstairs for the remaining 90/100 minutes (if it is a planned two-hour meet)......then, after the meet is done and business is settled, offer to take him out to a meal, casually confirming with him that it's off the clock.......he may just go for it if you're your usual sparkling personality......
or tell him what you'd like to do (walk around for an hour and have two hours of fun time) and ask him what his fee is for that type plan......
or just pay for the three hours and do exactly what you want all through it.....
a popular "known and trusted client" here on the forum much prefers exactly what you describe.....and he tells the prospective hire exactly this plan and asks for a rate....sometimes it works, sometimes it doesn't
