Am I the only one confused by this thread?  How would this guy even have your phone number if you never met him?  Reading between the lines (since you didn't write this), are we to assume that you contacted this guy before to ask about his services but never hired him, and he kept your number as a prospective client even though your initial contact didn't result in business for him?  I don't even know if you're intending to quote things he wrote to you after you asked him to no longer contact you or if those are the thoughts in your mind after he claimed that you had previously met.
