yes, but this was just extreme, maybe shaving the other half he could look like a skinhead or military style guy.

Undercuts were the rage in the 80's. They put Astor Place Barbershop on the map for years. Today's college kids can't seem to get enough of this retro look. When someone writes they have a "scruffy" look, I assume they have some version of an undercut. I think the look can be hot.
