And in answer to the question, I'm no expert on Latin American military insignia, but I'm going to put my money on Venezuela. Partly because of the way he looks, partly because of the beret, and partly because of the semi-circle of stars on his badge. The Venezuelan flag has a semi-circle of stars in its center, too.

The above photo is of Jose Fidel Verga de Noriega. He is the often forgotten son of Panamanian strong man Manuel Noriega "La Pina" (Pineapple face).

 

Jose Fidel was born in Panama, but as a young adult fled the repressive climes of Panama and domiciled in Caracas Venezuela. He was a go-go dancer at the Ice Palace until an embarrassing mishap on stage. He now owns and operates a gay B&B on Isla Margarita with a military-junta-coup de etat theme.
