Thinking hiring a masseur for the first time off Rentmasseur. Not sure what the expectations are. Are most sessions just actual massages or will there be more action?

You don't want a masseur. You want a escort. Sucking a dick is considered sex by many. You also want mutual touch. Yeah, pretty much a escort. Unless you are willing to pay the price for an escort when hiring.

Sensual/Sexual

Therapeutic 

I'll let others explain because I've never hired neither. But this is my understanding.

You're asking for two things. Is a HE usually expected on RM?  Yes. 
Is a blow job expected? No. 
When I hire I usually state "nude with release?" Almost 100% of the time they say yes. But I don't request oral. That would be escort territory.
