This sales tactic is timeless because it works. By waiting until plans are finalized and alternatives are limited, he ensures most people will pay up. Those who refuse are dismissed as "cheap" or "weird" and blocked. This strategy is increasingly common, and while I've encountered it, I understand its appeal among providers working with new clients, especially towards new clients who prefer outcalls… lots of time, money and gas left off the table if a client flakes.  Deposits are a little less sketchy in my view if they are reasonable and appear to cover travel expenses with a small premium to put skin in the game.
