DMV = District of Columbia, Maryland, Virginia. 
To make it even more confusing, in Washington, DC, in the DMV, you register your car with the DMV: Department of Motor Vehicles. 🙃

No. 
“DMV” is a general term used to reference motor vehicle organizations. However, DC’s motor vehicle department is actually called “DCDMV”

Also in the DC area, because a large portion of commerce and infrastructure are within a radius covering the city of DC and components of Maryland and Northern Virginia, the area gets names to cover the area, such as:

1.) DC Metropolitan Area, or DC Metro Area

2.) National Capital Region

3.) DMV
