They wouldn't need to write "per person" if it's per client, because 400 per hour would suffice.

Maybe it means "prepaid."

(Ad says "2 for 1" which should be the opposite of pricing "per person," but maybe I'm taking things too literally.)

I have asked guys I have seen in the past about a three-way with other providers they know/work with and usually the rate quoted was each guy’s individual price.  But these were not situations where the providers are a couple and only work together.

Especially when you consider couples are more likely to have jealousy issues or one who is decidedly less into it, I would think it's not a situation where you're likely to be happy to have paid a premium.
