They look like Russian ex-pats to me for some reason. Maybe it's the track suits. Though, if I recall, don't Russian guys prefer Adidas? :)

 

Possibly so! It's so hard to tell these days when they adopt fashion and culture from wherever they go. I did find them on a UK Scally/Chav group I belong to.
