I lived and worked in Iran for two years (under the Shah, ancient history, not under the latest repressive Islamic Republic) and have had extensive business travel in the UAE. First thing is, don't confuse the people with their unelected governments. Most people in these countries don't pay any more attention to their governments than we do when it comes to sex. Most people don't pay any more attention to their clerics than we do when it comes to sex. The other thing is the old saying, "when something is prohibited absolutely, it is allowed absolutely." If the powers that be do not admit it exists, there aren't any rules against it. For example, in places like the US where you can buy alcohol, it is regulated as to age of buyer, hours of operation, content of the product, etc. Where there is a prohibition against alcohol, there are no rules regulating its manufacture or dispensing...it's open season for anything you want under the table. The same with sex. Sure, every once in a while there is a political campaign against "vice", but that happens here too. And yes, the advertised penalties are worse, although exceedingly rare. 
In Islamic countries, traditionally males and females were/are kept separate. What does this mean for teenage and older unmarried males?...they are having sex with each other, and lots of it. As soon as I stepped off the plane in Tehran, guys were approaching me. As one said to me, "we knew you were queer, all Englishmen are queer." The "Ti Hi" Lawrence stereotype. The teenage boy across the street from me had an open lover, and there were frequent roving orgies (not so hard to stage when the men are with the men and the women with the women anyway). There is also a thousands of year tradition of workers and their "apprentices." The bathhouses (a weekly ritual) are wild. Fathers typically took/take their teenage sons to protect them...everybody knows what's going on, but no one talks about it. Most of this is situational homosexuality, and most eventually are married to women...but not all. There are "known homosexuals", crossdressers, etc. but no open displays of affection. No gay pride parades for sure. 
Now clearly the Islamic Republic of Iran has tried to tamp this down, but you don't change human nature. Girls are not available to unmarried guys, so what's a guy to do? Other guys. You just have to be careful about being obvious (we've all been careful here too) and think with the head between your ears, not the one between your legs. Advertised penalties are severe, but exceedingly rare. 
Dubai today is a hotbed of gay sex. One of the busiest airports in the world, flight attendants galore, hotel workers galore, tens of thousands of Filipino and Pakistani guest workers (all single men), a steady stream of male business travelers and consultants, lots of money, and lots of horny underemployed Emirati men. And so handsome. The last time I checked into a large western hotel (2019), before I knew it, the desk clerk was knocking on my door "just to check on me." We checked out a lot of things. There are plenty of western escorts visiting Dubai, Abu Dhabi, Qatar, etc. They meet the same way I used to meet tricks when I was doing jobs in backwater cities in the US...go to the best bar in the best hotel in town, and there will be a lot of good looking single guys. 
If you don't want to spend your money in these countries, that is a fine principled position. No argument there. None of these places are that enticing of destinations for discretionary travel, but if you find yourself there, there are plenty of opportunities. You just have to be discrete in public...the same way we were here fifty years ago. And the same way you don't want to be flounting laws in any foreign country, autocracy or democracy. The potential penalties are just worse. But don't believe everything you read in the popular press. There has been extensive discussion of this subject on C.O.M. in the past...perhaps under The Travel Desk? Lots of divergent opinions. There are also a number of gay travelogues online that have visited these countries. 
And yes, Tel Aviv is a party destination for gays from all over Europe and the Middle East.

Funny how this post went from 'how to' straight to 'try me!'.
Fact is many many providers visit Dubai to make $$$$. Spoke to some travelling providers i met on this topic, they all agree Dubai is the place to make big bucks - high hourly rate, rich clients (though not the easiest bunch to satisfy).

Others are simply pointing out that you are mistaken about the reality of Dubai and Abu Dhabi.  While homosexuality is technically illegal in the United Arab Emirates, people are not arrested for it, and they certainly aren't executed.  You are simply required to do all sexual activity, no matter how mild like holding hands, in private behind closed doors.  If it's any consolation, the straights have to follow the same rules.
Stop assuming that all Muslim-majority countries are like Iran.  If you don't want to go to the UAE, fine, nobody is forcing you.  But the least you could do is stop spewing falsehoods.

And just to update this article a little, in 2019 I visited Dubai and Abu Dhabi for a week. When my driver brought me to my very first class "American" 65 story hotel, I was immediately greeted by what we might call a hotel concierge who took me to the front desk and "to be sure all was in order". He was way too friendly and obviously had figured me out right away. I was hardly in my room ten minutes when there was a knock on my door, and I opened to a smiling Hamza, who let himself in "to be sure I was comfortable". I must admit I was a little nervous because he was obviously a hotel employee, but having previously lived in the Middle East for a couple of years, I knew that in a country where women and girls are segregated from men and boys, well, boys will be boys. Further, In Dubai, 90% of the 3 M population are immigrant workers. And by comparison, they are very poor and we are very rich. Hamza was a 20 year old Pakistani, who had been working in Dubai for three years, to earn enough money to go back to Pakistan and find a wife and get married. Like every immigrant worker I met there, he was going home "next year" when he had enough money saved. And I had a wonderful week adding money to his kitty. 
Clearly everyone in the food chain knows what is going on, everyone gets a piece of the action, and no one acknowledges the camel in the living room. Just keep your wits about you, treat them very nicely, and opportunities abound.

Sauna 69 - It feels small but the reviews are correct, the demographic leans "younger" (<40, maybe even <30) relative to most saunas. That's not necessarily a bad thing. The steam room has weak steam but has a subtle herbal smell to it and sees a lot of action, especially in the darker area. The sauna functions like a sauna (i.e. hot) but so far, not much action. The jacuzzi is tepid and not warm at all -- it acts as like a public meet-and-greet/flirty area or like a hanging out with the bros zone. Some of the locals who come seem like they know each other. There's a very promising large dark room area with a complex labyrinth, glory holes, private room and the works (TBD on what this looks like on the weekend when supposedly the place fills up to 100 people).

Tuesday - I got in like 2 hours before closing and there were still around 12 people. The vibes were cruisy in a "closing time" kind of way. On separate occasions, I got pulled in by two guys for some action in the private rooms - one was a hot guy who wouldn't finish (I wonder who he's saving it for :D). Got to chat a bit with the locals in the sauna on recommendations (one of whom said it's worth checking Magnum, see below).

Wednesday - I got in like 6ish, it felt like the place was peaking to around 20ish people. There were definitely locals who kinda knew each other who were dry humping in the jacuzzi while everyone was cruising. I booked a massage which was decent, great value and very relaxing (the masseur was an older gentleman who had great technique). My stay peaked when a critical number of people went to the dark part of the steam room (around 6 is the magic number :D), legs started touching and action started happening. It was hot. Eventually, the dry humping jacuzzi locals came in and started their own tangle (there were 4 or 5 of them). Then it got hotter. Very keen to see what this would look like on the weekend. 

The attendants are quite nice and very funny and helpful. This place feels welcoming for travelers and locals alike. If the place was somewhat empty and had no action, I could at least see myself lounging, having a drink and enjoying the dry sauna.

Magnum - This definitely feels larger than Sauna 69 but less clean and has quite a few smelly areas. In general, almost everywhere feels too dark, dank and moist. The steam room is smelly. The multiple saunas are nice, functional (i.e. hot) but again, not much action. The jacuzzi is in quite a central location. Also, the reviews are correct, the demographic definitely leans older and other than the occasionally lost Asian tourist wearing glasses, no one seems to be clearly younger than 30. There were more people relative to Sauna 69 and I definitely think some action is happening in the private rooms but over-all I didn't feel comfortable given the dark vibes and smelly parts. After one lap and a long shower, I left.

They have two naked nights happening per week (Friday, Sunday) but I think I'm gonna stick to Sauna 69.
