Well, it does happen. The few I've encountered were drug addicts (though clean, well dressed and fit) in need of cash and hustled the streets when things got rough. Each had a similar kind of explanation that since really straight they couldn't get hard with a guy. If I tried to suck them, I was warned they wouldn't get hard nor get off and were upfront about it so I wouldn't be disappointed.
